Filmmaker Jorge Atlalla spent four years with the police in Brazil’s largest city, Sao Paulo, making a documentary about kidnapping.

In 2001 there were 400 kidnappings in Sao Paulo. A new anti-kidnapping police division was set up in the same year.

Last year 60 people were kidnapped and while the police are catching increasing numbers of kidnappers, Atlalla believes the business of kidnapping will not go away.
